The dossier starts with variables that lead employment effects: site-level backlog coverage, utilisation of critical assets, FTE trends against baseline, presence of design authority and bid leadership, R&D and capex levels, supplier orders and payment terms. Each captures a different part of the capacity to generate future work.
Green, attention and alert thresholds impose discipline. Backlog below a defined coverage level or persistently under-utilised critical assets do not prove a crisis on their own, but they require explanation and a recovery plan. Indicators should be read together: two deteriorating measures over several quarters are more meaningful than a single short-term fluctuation.
The dashboard becomes useful only when it links a signal to a remedy. Falling backlog should trigger an order or redeployment plan; weaker procurement should trigger supplier action; loss of technical authority should trigger a product-governance response. Monitoring without decisions is not control.
Indicators matter only when each alert threshold activates an owner, a deadline and corrective action.
