If workforce plans and supplier baselines are missing, social and supply-chain risk will appear too late; a temporary moratorium on involuntary exits, preventive redeployment and continuity of critical orders then become relevant safeguards.

The logic is informational rather than punitive: the more uncertainty concerns an irreversible variable, the greater the prudence required before proceeding. Once evidence is produced, the precaution can be lifted, confirmed or replaced by a specific commitment.
