Italy’s Bromo perimeter is a system of sites and companies with different roles. Thales Alenia Space Italia concentrates manufacturing and engineering; Telespazio covers ground segment, operations and mission services; e-GEOS turns EO data into products; ALTEC combines operations, logistics, training, research and exploration. Leonardo’s equity position in the future entity therefore does not exhaust the Italian question: value runs through several companies, contracts and supplier chains.
Public headcount figures do not all refer to the same year or perimeter and should not be added mechanically. The dossier cites roughly 2,600 TAS Italia employees in 2023, while Turin’s Fabbricato 70 project reports 1,318 employees and agency workers in 2026. Public information for Rome, L’Aquila, Gorgonzola, Fucino, ALTEC and e-GEOS has different levels of granularity; where site-level figures are unavailable, the gap should become a baseline requirement rather than be filled with arbitrary estimates. [R24–R36]
Exposure differs by function. Turin is sensitive to human spaceflight and orbital infrastructure; Rome to platforms, payloads, integration and industrialisation; L’Aquila to electronics and make-or-buy; Telespazio and e-GEOS to overlaps in ground, Space Digital, data and customer interfaces. Safeguards therefore need to be built site by site and function by function, rather than rely on a generic national assurance that could conceal internal shifts.
Italy does not have a single ‘Bromo site’; it has a network of nodes with different risks, requiring a common baseline and function-specific safeguards.
